How The Alliance Gets To Nazjatar
Added to World of Warcraft during the Battle for Azeroth expansion, Nazjatar is the legendary home of the naga race and their empire. This undersea kingdom can be explored by adventurers as if it was dry land, since the naga monarch Queen Azshara opened the waters in an attempt to trap and destroy the Alliance and Horde fleets during the events of the Fourth War.

Although the seas flooded back into the reefs and caverns of Nazjatar after Azshara's defeat according to lore, the naga capital remains accessible to you, should you wish to visit. If you do, treasures of all sorts can be found here, as well as the entrance to The Eternal Palace raid instance.
How The Horde Gets To Nazjatar
Horde adventurers have their allies in Nazjatar, a group of former slaves to the Naga empire called The Unshackled; consisting mostly of gilgoblins, they encountered and aided the Horde castaways in their campaign against Azshara, and opened their settlement of Newhome to them. This is the quest and service hub for Horde adventurers and is found in the central south of the zone.

The Horde Portal To Nazjatar
The main way members of the Horde get to Nazjatar is through a portal located in the Zandalari trolls' capital city of Dazar'alor. Atop the grand pyramid in the middle of the city lies the center of Horde activities in the Zandalari Empire, The Great Seal.
On the left side of The Great Seal's lower floor is the Hall of Ancient Paths, the portal room of the city. The portals to the Horde capital cities and Silithus line the far wall of this room, but the one to Nazjatar sits across from them, in a corner on its own.
Dazar'alor's portal to Nazjatar leads to Newhome, and the home of The Unshackled has a portal back to the Zandalari capital as well.

The Horde's Initial Access To Nazjatar
Before your Horde character can use (or even see) the portal to Newhome within The Great Seal, they must complete the introductory quests that bring them to Nazjatar and establish their relationship with The Unshackled. This questline starts with the Horde version of the quest "Send the Fleet", which you can accept from the undead Nathanos Blightcaller; he is aboard The Banshee's Wail, a Forsaken ship docked in the Port of Zandalar, at the southern reaches of Dazar'alor.
How The Alliance Gets To Nazjatar

The Alliance allied with the ankoan Waveblade clan upon being stranded in Nazjatar. This clan of rebels had come to Nazjatar to begin their campaign against the naga tyrants when the seas parted and had a chance encounter with surviving Alliance sailors.
The Waveblade ankoan let the Alliance settle into their clan's camp of Mezzamere, located in the west of the zone. Alliance adventurers can find many of their quests and services in this hub.
The Alliance Portal To Nazjatar
The most straightforward way Alliance adventurers can get to Nazjatar is through Boralus portal to the seafloor zone. This is found in the Kul Tiran humans' capital city of Boralus, within the Sanctum of the Sages, the city's portal room.
This room sits under the stairs at the southwest corner of Tradewinds Market, and you may walk past it towards the ships docked at the seawall if you're not careful. The Nazjatar portal floats in the far corner of the room, in between the portals to Silithus and The Exodar.

Boralus' portal to Nazjatar leads to Mezzamere, with a connected portal in that Waveblade camp leading back to the capital of Kul Tiras.
The Alliance's Initial Access To Nazjatar
Your Alliance character must complete their introductory questline to Nazjatar before they can see or use the portal within the Sanctum of the Sages. The first quest that will let you travel there and establish your alliance with the Waveblade ankoan is the Alliance's version of "Send the Fleet", which is given out by the Gilnean king, Genn Greymane.
He stands aboard the Stormwindian ship The Wind's Redemption, in between Master Matthias Shaw and Alleria Windrunner. This ship is located just south of the Sanctum of the Sages, within view of the entrance to that hall.
